The future of the international rule of law is under threat. Ongoing conflicts in Ukraine and the Middle East, rising populism and authoritarianism are undermining global stability.
International bodies, including courts, struggle to curb violence and prevent violations of international law.
Our panel will explore the current state of the rule-based international order, why it’s in crisis, and how we can revive it. They’ll also discuss the crucial role of domestic and international courts in enforcing international law effectively.

Prof Yuval Shany
Prof Yuval Shany is the Hersch Lauterpacht Chair in International Law and former Dean of the Law Faculty of the Hebrew University of Jerusalem. He was a member of the UN Human Rights Committee from 2013 to 2020 and served for one year during that time as Chair of the Committee. He serves, at present, as a senior research fellow at the Israel Democracy Institute, and as the head of the CyberLaw program of the Hebrew University CyberSecurity Research Center.
Prof Philippe Sands
Prof Philippe Sands KC is a barrister and advocate appearing before many international courts and tribunals, including the European Court of Justice, the European Court of Human Rights and the International Criminal Court.
He is a prizewinning author of 16 books on international law, and more recently his investigative books East West Street and The Ratline have received critical acclaim.
He was the 2019 Lionel Cohen Lecturer at the Hebrew University of Jerusalem.
Nomi Bar-Yaacov
Nomi Bar-Yaacov is an international negotiator, arbitrator and mediator, and a convenor of back-channel negotiations, principally but not exclusively in the Middle East. She has been the lead commentator on events in the Middle East for the past year for a number of leading media outlets.
She advises a number of corporations and c-suite CEO’s on Negotiations, offering bespoke advice to corporations and start-ups trying to up their negotiation strategy for better outcomes.
She is a sought out global keynote speaker in universities, literary festivals and corporate events. She sits on a number of Boards of organisations focussing on preventive diplomacy and contributing to a safer, healthier world.
Nomi is a former speechwriter and a former Associate-Spokesperson for the UN Secretary General, Boutros Boutros Ghali, and a former political adviser in the Executive Office of the UN Secretary General, where she covered the Security Council. She is the former Director of the Middle East and Conflict Management programmes at the International Institute for Strategic Studies (IISS), and she is currently affiliated with a number of organisations including Chatham House.
Lord Pannick KC
Lord Pannick KC is a practising barrister at Blackstone Chambers, a Crossbench Peer in the House of Lords and a Fellow of All Souls College, Oxford. He specialises in constitutional and administrative law and in appellate advocacy.
His most celebrated case was for Gina Miller in 2019, establishing in the Supreme Court that Prime Minister Boris Johnson had acted unlawfully in advising The Queen to prorogue (suspend) Parliament during the Brexit crisis.
David is the Chairman of the British Legal Friends of the Hebrew University.
The panel will discuss the current state of the international rule of law, the reasons for the period of crisis we find ourselves in, and possible ways to revitalise the rule-based international order. Particular attention would be given in this regard to the role of domestic and international courts in enforcing international law in ways that are credible and effective.
