International Rule of Law: An Uncertain Future?

Prof Yuval Shany is the Hersch Lauterpacht Chair in International Law and former Dean of the Law Faculty of the Hebrew University of Jerusalem. He was a member of the UN Human Rights Committee from 2013 to 2020 and served for one year during that time as Chair of the Committee. He serves, at present, as a senior research fellow at the Israel Democracy Institute, and as the head of the CyberLaw program of the Hebrew University CyberSecurity Research Center. 

Prof Philippe Sands KC is a barrister and advocate appearing before many international courts and tribunals, including the European Court of Justice, the European Court of Human Rights and the International Criminal Court.
He is a prizewinning author of 16 books on international law, and more recently his investigative books East West Street and The Ratline have received critical acclaim.
He was the 2019 Lionel Cohen Lecturer at the Hebrew University of Jerusalem.

Professor Anat Scolnicov is professor of law at the University of Winchester. She was previously the Deputy Director of the Centre for Public Law at the University of Cambridge.
In 2019 - 2020 she was a Research Group convenor on ‘constitutional transplantations’ and fellow of the Israel Institute of Advanced Studies at the Hebrew University.
Her work includes the books Boundaries of State, Boundaries of Rights: Human Rights, Private Actors, and Positive Obligations and Religious freedom in international law: Between group rights and individual rights, the latter cited by the European Court of Human Rights. She has been a member of a UN expert group on rights of religious minorities.
She was previously an attorney for the Association for Civil Rights in Israel, appearing in constitutional cases at the Supreme Court of Israel.

Lord Pannick KC is a practising barrister at Blackstone Chambers, a Crossbench Peer in the House of Lords and a Fellow of All Souls College, Oxford. He specialises in constitutional and administrative law and in appellate advocacy.

His most celebrated case was for Gina Miller in 2019, establishing in the Supreme Court that Prime Minister Boris Johnson had acted unlawfully in advising The Queen to prorogue (suspend) Parliament during the Brexit crisis.

David is the Chairman of the British Legal Friends of the Hebrew University.

The panel will discuss the current state of the international rule of law, the reasons for the period of crisis we find ourselves in, and possible ways to revitalise the rule-based international order. Particular attention would be given in this regard to the role of domestic and international courts in enforcing international law in ways that are credible and effective.
